07/dec/2009 România – cu doi preşedinţi, Republica Moldova – cu niciunul

Impas la Chişinău

– la orizont, alegeri anticipate –

Ultima oră: parlamentarii de la Chişinău nu au reuşit numirea unui preşedinte al Republicii Moldova, în persoana lui Marian Lupu. În aceste condiţii, drumul spre alegeri anticipate este deschis – cel mai probabil, ele vor fi programate la mijlocul anului viitor (luna iunie 2010).

Consecinţele acestui impas sînt neliniştitoare: i) impasul politic nu va putea aduce nimic bun pentru criza economică şi socială din R. Moldova; ii) locul şi rolul R. Moldova în Parteneriatul Estic al Uniunii Europene urmează, pe mai departe, a fi definite; deocamdată nu sînt; iii) cresc şansele ca rezultatul viitoarelor alegeri din Ucraina să influenţeze mai mult decît pînă acum evoluţiile politice de la Chişinău; şi iv) Rusia, care aparent semnalase susţinere pentru un eventual M. Lupu preşedinte, cîştigă un răstimp preţios pentru a se poziţiona şi mai mult ca un power broker în Republica Moldova.

Chiar dacă sondajul GEOPOLITIKON nu are valoare sociologică, este de semnalat că cititorii noştri au intuit (corect, din păcate) acest impas: pînă aseară, 68% dintre repondenţii chestionarului nostru au mizat pe faptul că noul preşedinte nu va fi numit de parlament.

Call it the fractal geometry of fiscal crisis. If you fly across the Atlantic on a clear day, you can look down and see the same phenomenon but on four entirely different scales. At one extreme there is tiny Iceland. Then there is little Ireland, followed by medium-size Britain. They’re all a good deal smaller than the mighty United States. But in each case the economic crisis has taken the same form: a massive banking crisis, followed by an equally massive fiscal crisis as the government stepped in to bail out the private financial system.

Size matters, of course. For the smaller countries, the financial losses arising from this crisis are a great deal larger in relation to their gross domestic product than they are for the United States. Yet the stakes are higher in the American case. In the great scheme of things—let’s be frank—it does not matter much if Iceland teeters on the brink of fiscal collapse, or Ireland, for that matter. The locals suffer, but the world goes on much as usual.

Adam Michnik: ”Democracy does not just solve everything. Democracy offers freedom and basic civil rights. But democracy cannot decide who of us will be happy.”

Adam Michnik, the editor in chief of Poland’s „Gazeta Wyborcza” and a leading member of the Polish democratic opposition from 1968 to 1989, was in Prague this week to attend a conference marking the 20th anniversary of the fall of the Iron Curtain. He spoke to Irina Lagunina of RFE/RL’s Russian Service about Russia, the West, and the post-Soviet letdown felt in the former Eastern bloc countries.

On Russia and the fate of the former Soviet bloc countries, 20 years after communism:

„In all of our [postcommunist] countries there is a tendency toward our own kind of Putinism. What is Putinism? Putinism, according to [chief Kremlin ideologue Vladislav] Surkov, is a sovereign democracy. A sovereign democracy means that I am the sovereign; I can imprison all my opponents, in spite of Strasbourg, The Hague, or Brussels. (…)

On Russian foreign policy:

„I think that the Caucasus and Moldova are great mistakes in the Kremlin’s policy. I think this may be the result of an imaginary inferiority [complex] (…).
